Cisco AP IW3702-4E Powered via External PSU and POE via Another AP

Hi Guys,

Got a weird situation,

I am on a project which is using the Cisco IW3702-4E industrial access points. The AP's are powered by an external 24v DC PSU.

So far so good.... 

 We have a total of five AP's daisy chained back to the router. We have come across an issue when using an external power supply. We have been having issues where the second port on the AP labeled "POE Out" Passes Poe onto the next AP in the chain, this is due to the 2 on the AP passing POE ONLY when powered via external power supply. I can't find anything via command line to disable POE either coming in or going out.

I understand going from the getting started guide LINK HERE, that it should not be a problem and that External power to the AP will take the presidency, but if we power cycle the AP, as soon as we remove external power, the AP seems to fail straight over to being power via POE.

Another issue is that seems to have no connectivity between AP's, we have tried setting different port speeds and changing the duplex. Actually, phyisical interfaces show  "Line Protocol down" which would normally relate to something more physical than config problem. We have tried cables. Nothing seems to give? The funny thing is,l while we don't have any data flowing between AP's, The AP's are getting POE from each other? We have taken new AP's out of the box and just made sure both Port is up but still same "line protocol down". If we plug in a laptop two either on the AP's, everything seems fine 

Cables  we using in between AP's are only  2 pairs (orange and green pairs)

Any help on this would be appreciated
