I have a wlan with web authentication and I want to use two vlan, one for the users that are trying to authenticate and I want to pass the users to another vlan when the users will be authenticated.

You cannot.
But what is the goal you are trying to achieve with that ?
Anyway the clients that are not authenticated yet cannot pass traffic on the network so there's no real added value to what you are trying to do ...

Sounds like you want to have a "drop vlan" where you can posture the user based on their ID. Then move the user to his / her specific VLAN?
If so, here is a config example for dynamic vlans:

@George : For dot1x yes, but the question was for webauth. And you cannot change the vlan of a client after authentication in webauth since you would be changing his ip.
