Two Wireless Controllers without HA -- WLC login failed

Hello Professionals,

I have two wireless controllers and I'm about to replace one to another.

WLC-A: Cisco WLC 2504 (8.3.x) - IP: 10.10.10.49
WLC-B: Cisco WLC9800 (17.9.4a) IP: 10.10.10.50
Two WLCs are not HA. It works independently.

These two WLCs has same SSID: Corp_IT.
One AP is currently joined to WLC-B, and it is working great. Client is able to access the internet.

However, the problem is the WLC management.

When I connect wireless(Corp_IT) over the WLC-B, I cannot access to WLC-A (web/ssh).
I am able to ping to WLC-A, but I can't access GUI and SSH. 

Weird thing is that I was able to access few hours ago...

Have you ever see this kind of error?

That feature is enabled for both controllers.. Could it be the reason that WLC2504 think that WLC9800 is rogue AP?

  - I don't know but the basic thing is that mixing wireless environments in this way is not supported , as the wireless WLAN's are managed separately by the respective controllers such connectivity can not be guaranteed , you should migrate to the single 9800 controller based platform (only) ,

I got you, thank you so much for your comments @Mark Elsen , I always get many precious information from  you. I appreciate that.

I will migrate the WLC as soon as possible.

The reason why I'm activating both is AP version, once AP joined to WLC9800, it is upgraded so it never come back to old WLC2504. I'm worried about new WLC has some issue, just in case.

Recently I have experienced some bugs with new controller such as Speed negotiation, lobby admin login failed etc.,
