Unable to add ME APs to new WiFi installation

After getting to work our first AP with ME acting a primary WLC we're not able to add more APs. The APs boot, get an IP address and contatc the virtual controller in the first AP. Then they automatically update their software image to make it pair with the virtual WLC one, and after that they reboot. All of this with my intervention. But after that the WLC is constantly rejecting the APs and the APs are not added to the WiFi network. Always when reaching the CAPWAP state: "Join" the request is rejectedMobility express, join, discover due to reason [10]. After that messages like "Resetting slave AP upgrade mode to local mode" or "Max retransmission count exceeded, going back to DISCOVER mode" are shown, and the process restart.

I try to manually add the AP using the comand "capwap ap primary-base", but with no luck.

the new aps are on the same subnet that ME AP?

Yes they are all in the same subnet and using the same DHCP server. There is total visibility between APs.

Well, you can check is time in the ME is correct and check the country code, what country code do you have configured in your ME and what model is your AP ?¿ 

Is any firewall in the network, you need to open UDP 5246 and 5247 ports

Mismo país y hora. No hay firewall. En el primer loop del estado join como mencioné el AP es rechazado por el motivo [10]. En un segundo loop parece que es aceptado, pero luego entra en modo configuración, alcanza un número máximo de riententos, es explusado y el bucle comienza de nuevo. He probado con varios APs y con todos pasa lo mismo.

Los AP que he probado hasta ahora son todos 1542i. EL country code es "ES".

Siguiendo una sugerencia que me han dado en foros he conseguido que los AP se añadan. Para ello he tenido que manualmente pasarlos del modo Flex al modo local. De todas formas muchas gracias por tu ayuda de ayer.
