Is this a bug?
What will be the impact on the system?

when are you getting that error while upgrading ?

check the space and remove unwanted file from flash and test it.

what IOS code running ?

The iOS currently in use is Version 16.6.4.

This log occurred during an operation, not during an upgrade.

This log repeats at least 4 times per second.
