Can I enable host, presenters and panelistS to join 15 mins ahead for the practice session without participants entering during the final briefing for WebEx training?

If you need a formal 'Practice Session' I recommend using an Event Session.  https://help.webex.com/en-us/npxgiei/Conduct-a-Practice-Session-in-Cisco-Webex-Events

It all falls under what are the features and functionalities that are needed for your meeting.   As a further convenience for Webex users many Training features are being rolled into Meetings.  This will give users the convenience of using Webex Meetings and have the features from other platforms (Breakout, Co-host, Hard mute....)

When will the breakout feature be made available for meetings then? So then what’s the difference between events and meetings after those features have been added to meetings ?
