This is the community area for Duo Security API questions. Duo doesn't have anything called "IPC access".

The Cisco NSO product has some documentation about IPC ports here: https://developer.cisco.com/docs/nso/guides/#!advanced-topics/ipc-ports. Is that the product you are asking about? The NSO Developer community area is here: https://community.cisco.com/t5/nso-developer-hub/ct-p/5672j-dev-nso.
