I can't add new spine N9K-C9364C to the ACI fabric

Hi team, 

I have a new switch N9K-C9364C. I'm trying to add it as a spine switch. But it dosen't show up in the APIC. It seems to be a physical connection problem. I tried changing the cable dac, but it didn't help. What other problems could there be?

What's the output and status of the connected Leaf switch? Based on this it appears the phy link is "up" and Leaf has been detected.
