X9716D-GX stuck on inserted state

We've bought 9508 with X9716D-GX cards on it. The factory OS image was 15.3.2a 

We've upgrade it to the current fabric OS which is 6.3.0(e)

Later we've bought new X9716D-GX cards. But they stuck on inserted state. We've change the module slot, we've also change the working one's slot with non working one. Reload the switch, cut the electricity also didn't solve the problem. 

We've open a tac case. They've initiated RMA: but the new card is also  not working (in inserted  mode)

I'm planning the downgrade the spine 15.3.2d( which has direct downgrade path from 16.0.3(e))  than re insert the non working cards then apply upgrade again?

Does it make sense?

Have you tried another slot in the chassis or is this slot the only free one? If existing X9716D-GX cards are working and only new X9716D-GX cards are not working I would suspect the slot first then card firmware like EPLD/Bios. 

Yes we’ve tried swapping slots. The problem is the OS size bigger than 2GByte. There is a bug related with it. It cannot copy the file for upgrade. We’ll try downgrade the chasis to 6.0.2(h) which is below 2Gbyte
