I'm just wondering about the feasibility of installing a virtual machine on a Cisco PI-UCSM5-APL-K9 server to host additional services such as a DNS or DHCP server.
PI-UCSM5-APL-K9 is specifically designed for Cisco Prime Infrastructure so is it available?

I would not say it was specifically designed for Prime as Prime actually runs on a CentOS.
I once, in the past, did something similar with an UCS we used to run APIC on it. Of course, you need to install the vCenter or some other virtualization platform and you are going to build it from scratch. However, if the server crash of something, you will not have support from Cisco as you are not using the server for what it was intent to.

Given that I currently have a DNA server in my network and no longer require Cisco Prime, I'm considering reformatting the PI-UCSM5-APL-K9 server for other services
could format the server as and use for other services

That´s makes all sense @Mostafa Alzareef . It is a pretty good hardware and I would follow the same direction.
You can surely format it and use it as a virtualization platform.
