Why the only CPU working is the first one?

the first one is the SCM.

This is like the RSP in a 7500 or GRP in a 12000.

This is the main CPU controlling cli, management interface and protocols like APP, OSPF, ...

The other CPU are only used to switch traffic in hardware.
