CSS Packet Capture

Is it normal for a CSS to close it's health check by sending a a RST flag? As have not captured or seen any packets set with FIN. All the packets or requests are completed well under the set time.

By default and in compliance with RFC 1122, the CSS sends a reset (RST) to close the socket on a server port for TCP keepalives
