I have people complaining to me that the webservers are running slow, they are trying to blame the CSS. On the CSS I see

Threshold:254 Ageout-Timer:60
Teardown-timer: Configured:20 Actual:20
Service load information:

These times look all wrong, people are seeing a response of a few seconds not 45 seconds.
How can I prove its the app servers (which I know are under serious strain)
and not 'the network'?
Can anyone advise on how best to monitor performance of the CSS ?
How do you monitor it ?
Response time / load / CPU ?

the 'load' on the css is a complicated algorithm that has no meaning outside the CSS.
If you want to identify the delay, capture a sniffer trace in front of the CSS and behind the CSS.
Check the inter-packet delay and you should see where the problem is.
