The short answer is no. I guess you got confused with the redirection features present on the SCE.
Those features are designed to redirect requests to an error page (through a HTTP 302 message) if the connection is being blocked. However, for web caching, you don't need a HTTP redirection, but rather, a transparent transfer of the original request to the web caching device for further processing.
For this kind of redirection, I would recommend you to either use "Policy based routing" or WCCP. With both of them you can achieve transparent redirection of the traffic based on ACLs.
