can vxlan be implemented with OSPF as underlying protocol or does it need MP-BGP EVPN? what's advantage of vxlan vs vpls or any other L-2 technologies for Data Center interconnect?

can VXLAN be used for DCI? I couldn't find any doc where it was used for DCI.

VXLAN can be used for DCI. Ultimately where the traditional L2 network and VXLAN meet will depend on the design.
Typically, at least "we", deployed a 5k or 9k in our old DC and used L2 trunking from the old DC to these DCi devices. They were configured as vPC peers to better utilize the links and we had vPC(s) configured between the old DC DCi and new DC DCi switches.
The actual conversion of the traditional L2 to VXLAN happened on the new DC DCi switches.
To have the old DC DCi switches running VXLAN you will need to have their uplinks connect directly to your spines. This can be done, but not the best practice.

You can use any routing protocol as the underlay. BGP, obviously, is used in the overlay.
