Does the WAAS Edge Cache perform any function related to FTP or are the performance gains we see strictly attributed to WAAS TCP window accelerations?

There are 2 edge caches, one is an object level cache for CIFS and the other is a bit level cache for all TCP traffic, including CIFS. You should see an TFP perf gain when FTP is fully optimized.

If two users at the same branch (WAAS Edge) site both FTP download the same file an hour apart, will the second user get a CACHE copy?

The 2nd person's session will still go across the WAN to the origin server but will be optmized using TFO, DRE, LZ. However the payloads should be offloaded and served mostly off the local WAE giving you high DRE compression.
