Spa 112 outbound call rings once then busy signal

I have connected a spa112 to my sip anveo service, the line shows connected, i get a dial tone. when i dial a outside number it rings once then immediately goes to busy signal.

Just capture SIP packet related to the failing call. We will be able to advise something then.

The setting on anveo requires to be local instead of international under
sip registration for Canadian account, changed this setting and resolved
the issue
