We are trying to develop a web based application that will allow agents to use their non Cisco phones, by enabling CTI remote devices in CUCM, and then having a web application where they can configure and add new numbers. Similar to how it work in Jabber for Windows.

I'm not sure what you're trying to accomplish. How do you configure and add new numbers in Jabber for Windows now?

While I'm waiting for a more detailed description, here's a general answer: Jabber Voice/Video SDK provides limited CTI control. In general, if you want any level of sophistication in your CTI control application, it's best to use something like JTAPI or TAPI.
