APIC-EM reloading router after deploying config

Hi!

I'm testing provisioning with C1111-8PLTEEA device and I found a strange behavior:

After config were deployed APIC-EM is reloading router.

Here is output from router console:

Mar  6 08:21:38.346 CET: %XML-SRVC: urn:cisco:pnp:config-upgrade XML Service(212) OK. PID=679

Mar  6 08:22:02.314 CET: %XML-UPDOWN: XEP_pnp-zero-touch_ XML Security(101) UNLOCKED. PID=679

Mar  6 08:22:11.166 CET: %XML-SRVC: urn:cisco:pnp:config-upgrade XML Service(212) OK. PID=679

***

*** --- SHUTDOWN NOW ---

***

Mar  6 08:22:16.211 CET: %SYS-5-RELOAD: Reload requested by controller. Reload Reason: Config upgrade.


In APIC-EM history info I see event "Running configuration upgrade to isr1100-test.txt was performed successfully"


Why I think that it is strange behavior, because I haven't seen this before with other devices: ISR4321, C1117-4PM and with some switches.


For example for C1117-4PM I see only two messages in APIC-EM :


Save startup Configuration was performed successfully

Device was successfully deployed!!

And router is not reloaded.


Uploaded config almost the same.


Does anybody knows why APIC-EM is reloading router ?


P.S  After C1111-8PLTEEA is going up again from reload it is shutting down all interfaces except WAN. It just ignore "no shutdown" command in provisioned config.

Same issue for me (IR800 series). 

APIC-EM Version 1.6.2.30018.
PnP - Version 1.6.2.102
