Call manager call transfer with third-party system corpoate directory can not merge

We have a CUCM and third-party system transfer issues.

Call Flow: PSTN----->GW----->CUCM----->SIP Phone-----> Press button:Directory(Find the phone number of the third-party system corporate directory)-----> Transfer

Calling number:A

Called number:B (sip phone number)

Transfer number:C(Press phone button:Directory, to Find the phone number of the third-party system corporate directory)

 

A call to B(call leg one), B transfer to C(call leg two).    Result: A cannot connect to C successfully. A is held, B is connected to C.  

 

I wants to merge call leg one and two through API or other methods.

Please help me!
