3-Upgrade de firmware.

Hard reboot required: PULL the power cable. Do not use the "reload" command.

We had the same problem with a few stacks after upgrading to 15-2.4.E7

 

Removing the stack module while boot solved it so far, reinserting the stack module after boot brought member back into stack.

Tho the issue returns of the stack is rebooted again.

unplugging power cord worked for me - had to do it twice - @Leo Laohoo  provided this answer in another thread

I just had this problem moving from 15.2(2)E3 to 15.2(7)E7. @pimentelr1 's suggestion of a double power cable reboot worked.
