How do configure this command or a workaround under a layer 3 interface in IOS-XE either cat3k or cat9k (c3850/c9300)? In the command above 3=ACL number

I have not tried in Cat 9300, may be try next week when i back to access to switches.
below syntax should work for you, try and advise.
ip multicast helper-map broadcast x.x.x.x ACLBB ttl 5
ip access-list extended ACLBB
permit XXXX
BB
