We are encountering this bug on version 8.6.2.23045-1. Rebuilding the Gateway in CUCM fixes it for us.
Does anyone know if this bug is fixed in version 8.6.2.25900-8 (SU5)?

Looks like the bug is not fixed in 8.6.2.25900-8 (SU5). I upgraded our cluster a couple weeks ago and one of our branch offices PRI bounced yesterday. Everything appeared to be back up and running, but the site could not make outbound calls. Resetting the gateway from Call Manager and tearing down MGCP does not correct the issue. Also tried resetting the Route List, but no luck. I had to rebuild the gateway again inside of Call Manager to get it to work.
