One workaround is to download the installer from a different product like UCCX.

And what if you are not running any other products in the environment?

It's a bug with that version. If you look at the release notes for 10.5(2)SU4a, you will see it is now a resolved caveat.

In that case, I'd contact TAC. They should be able to make the CcmServRtmtPlugin installer available to you via the Special File Access tool.
