We are currently running version 3.16.9S and are still experiencing this bug. Does anyone know if this bug is in fact resolved in version 3.16.10S?

Not sure what device model you having issue.

if this feature is important for you, its time for upgrade to Denali 16.X code. ( as per the document did not see your version fixed or have information) - cisco moving forward with 16.X as a future.

Denali-16.3.6 has fixed as per your issue.

read the release notes carefeully before upgrading.
