This still does not work on ISE 2.4 Patch 9. My counts on a distributed ISE model have now stopped incremmenting but also cannot be reset. :( I have tried to reset in Firefox, Chrome and IE with no joy. It is a bug in ISE bug not a browser issue.

Pity, it is a good indicator that the Policies are working properly.

Even worse is the fact that the only solution is to reboot/restart ISE - the counts are only maintained in memory. Sounds straight forward but that is not acceptable with customers who will want a proper change control process put in place just to reset the counters.
