a Fixed Release identify the Software with a Fixed Code (for example: a new Software Library, Programming Language Code, ...).

The root cause analysis by the Development Engineers who committed the bug fix, along with the code-fix diffs, are in the bug database (CDETS), but not visible to external users (ie, for Cisco eyes only). If you were impacted by this defect and opened a TAC case because of it, you can ask TAC to explain the RCA to you, which they may or may not do. If you have an Advanced Services contract, you can likely get AS to explain the RCA along with what the fix actually does. A Cisco SE on your account should also have access to the defect details in CDETS, but they may have less experience in comprehending the RCA than AS or TAC.
