I have the same problem with a FPR1010 and release 9.23.1...any workaround?

1- are you sure the tcp server is down?

2- bug you mention there are fixed ver. So if you sure you need to upgrade the ftd

the syslog server is not managed by me, so I don't know its state. In any case, I canno't risk the drop of flows on interfaces if the syslog server is not reacheable
