Bug: a client NTP poll of the HSRP VIP gets a response sourced from the local SVI IP.  Clients reject that as invalid.

NTP polling of the HSRP VIP works fine on a 9500 running 16.9.3.  It's broken in 16.12.x.  Why in the world would TAC conclude "no plan to fix"?!

To close this out, the bug was fixed as CSCvu65604 in IOS-XE 16.12.55, 17.3.3, and 17.5.1.
