This seems like a severe bug and Cisco has no software to fix it?

as suggested option - Reboot ESA to restart the process and clear the swap being used.
if i were you until that fixed, i will remove SNMP for now - if that effecting system
if that is not possible - contact TAC for any other suggestion.,
