We have the exatly problem in 6 devices Catalyst 8300.
I will apply the workaround number 1 for check.

The workaround 1 was applied and the problem was solved.
1. Generating the the Authorization Code (SLAC) for HSEC manually in CSSM and installing it on the device will make the alert disappear.

Curious, since it was applied manually, did you lose visibility of it having the license installed from vManage? Assuming since it wasn't installed from vManage, it wouldn't show it as installed, even though it has it on there since it was applied manually.
