How is "Acknowledge the report usage on time proactively" a resolution? What are you talking about?

Hi Ron.. we had the similar issue today which we were able to solve by making sure the router could resolve dns names for smartreceiver.cisco.com. which is used for smart licensing.
Test SIP status using : show voice sip license status

I am able to reach smartreceiver.cisco.com from the router but the router still had this issue, I reached out to Cisco and according to TAC do this,.

router#license smart factory reset
router#wr
router#reload
NOTE: The router must be reloaded in order to recover the SIP service.
After the router comes up, you can validate that the SIP service is now UP by running the next commands:
show voice sip license status
show call active voice brief
"
