No it is not (although it is published that it is).
Just last night we ran into the same issue while deleting a NAD in a filtered view & it deleted all of our NADs.
We are running version 3.0.0.458 Patch5 so either this bug has been re-introduced or it has not been fixed.

We agree with your assessment. We also believed that it was not fixed, but since the result is so bad, we did not test it.

Jason, Tasman, I've just checked that the problem was present in ISE 3.0p4 and is fixed after installing p5. If you still face this issue - please provide the exact scenario or call ISE technical support so they can analyze you specific issue (this may be a different issue with similar symptoms).

It is the exact same issue, we are running patch 5 & all NADs were deleted after deleting one NAD in a filtered view & we had to restore from backup. Bug case confirmed as https://bst.cloudapps.cisco.com/bugsearch/bug/CSCwa00729

Let me take a look at this issue in house and get back to you on the same. In the mean time Can you please open up Service Request with TAC and attach the support bundle to check if there is any specific use case missing out.
