I have also experienced this issue on Catalyst 9200L series switches running 17.06.04 IOS XE.

The Catalyst 9200L platform is not included in the known affected hardware list. I have reported this to TAC and am currently working on solution. I am going to post the result of our investigation once done. This bug discussion post is rather informative.
