I've found the solution for this bug.
* My version is vManage 20.9.4.1, cEdge 17.9.4a
1. enter below command
cEdge#config-transaction
cEdge(config)# license smart transport smart
cEdge(config)# license smart url default
cEdge(config)# commit
cEdge(config)# exit
cEdge# license smart trust idtoken [token number] local force
* Token value can be found in the CSSM.
2. proceed "Sync & Install HSEC Licenses" workflow.
3. Success
* The DNS Server IP on cEdge should be configured.
