Definition of Terminated Cisco Bug ID

Hello all,

Can some one help me with Ciscos' definition of when a bug ID is classed as Terminated?
1. The terminated bugs should not require any further investigation as they are not applicable as bugs anymore.
 
Or
 
2. TERMINATED means development will not work in it and no further action will be taken.
    If it was the 2nd option, would you then say that if you went to a version of code that had a Terminated bug ID, could that bug still affect the OS if the bug meets the specifics I.e. Modules installed etc....?

    Status

    Important Note: Status can change frequently throughout the lifecycle of a bug. For example, if the status is Fixed, the bug is most likely fixed in a new release of the software, as represented in the Known fixed Releases.

    Status Description
    Open The bug has not been fixed.
    Fixed The bug has been fixed.
    Other The bug is a duplicate of another bug.
    Terminated A decision was made not to fix the bug.
