Fuji 16.09.04 ISR c1117 | Ports temporarily Admin Down immediately after reload

I've configured a good number of ISR C11174P routers over the last few months using 16.09.04 and i notice when I copy config over (whether using tftp or just copying from a USB stick) that all interfaces are admin down after a reload.

My configs always have 'no shut' under every interface, but when i reload and so a show ip int brief - they're all down, and it's even changed the startup / running config to say 'shutdown' under the interfaces/

I leave it for five minutes and in MOST cases, the ports magically open up, and the config is restored to say no shut.

Is this a bug? Or just a quirk of these devices?

Just to test before we can check as bug, what happens when you configure the device without copy the config from your TFTP,

just make some config added manually what exactly you need for the device to works, is this the same behavior?

where is this config pulled from?
