Because I think normally ARP request/response is occur when the communication is necessary between network devices or PC.
So this is not BUG and it does not make sense in my opinion.
To make sure, I have confirmed to do ping from PC to Cat3560X Fa0 on IOS-Ver.15.0(2)SE8 and SE9.
But it seems no difference.
