C8200L-1N-4T as terminal server with IPSec and IPLSA

I plan to use  C8200L-1N-4T with NIM-16A as Terminal server.  ( replace ISR4331 )

User need the features:

1. Static route with IPSLA

2. IPsec tunnel  ONLY for management (IKEv2)  (traffic bandwidth is under 10Mbps) 

3. Netflow

4. Policy route ( by soruce ip address)

Do I still need buy DNA license ?  or I  do not need DNA license ?

Thanks for your information.

Becuase the C8200L  CCW order can configure "without" DNA subscription.

If I do not order the DNA subscription, which feature will not working ?
