IMO this is a preference thing. I personally rely on ISE at the moment. ISE has been around a bit longer so from a code perspective you may be better off relying on it (for now at least). From working with the BU, AFAIK customers will eventually have the ability to rely on both DNAC & ISE to make CTS related changes in a roadmap release. Lastly, you have the ability to flip back and forth so you could test the differences and get a feel for what you prefer. HTH!
