DNA Licensing for an empty chassis?

I'm moving a spare Sup2XL Engine into another chassis and Cisco is trying to make me pay 3.5K for the chassis and another 7K for a DNA license for an empty chassis lol. I've already payed a DNA license for the Sup2XL engine, they're basically trying to make me pay 7K for an empty chassis.

That can't possibly be correct....

If it is an empty chassis, let the DNA License expire.

If you are not using DNA/Catalyst center with the empty chassis (duh...) you do not have to extend it.
