can you still log in into CLI of CML with sysadmin account? there is password recovery procedure if u can login.
if not, then re-install (but keep old one just in case). see if you can register license on your new one. if not, you will need to request authorization via email, see https://learningnetwork.cisco.com/s/question/0D53i00000VCdNGCA1/out-of-compliance-issuefix

Thank you for your kind responses
However,
I can no longer log in via the CML UI
I can no longer log in via the CML web console of the server on port :9090 with the sysadmin credentials.
From the attach screenshot I am able to log into CML controller CLI with the sysadmin credentials. But I can't reset passwords from here and I can de-register from here to allow me to delete the VM and start again.

my fault, I misread that option listed in step 5. if you can de-register, you should be good for new install.
not sure if you can de-register from CLI of CML; so, I would contact CML ppl.
