CML 2.2.1 Licensing on new Instance

I have had a working installation of CML but when messing with things in my lab it locked the root account and I was forced to reinstall from scratch.  I went into the web interface in the learningstore and ensured that the previous instance was de-registered.  I have installed from scratch and reconfigured, however when I log in with my sysadmin credentials I am not presented with the Tools | License option, even though I logged in with the check-box checked to keep my credentials for use, and it clearly states that I have Administrative access at the top of the page.  I've cleared cache, used multiple browsers, deleted and started over again - twice, etc. but I'm stumped.  I can't use this installation if I don't have it licensed and I can't license if the web page doesn't provide any option to do so.  Would love to hear suggestions... 

UPDATE - ok, I'm an ID10T.  I was looking at the Admin Cockpit rather than the regular user interface.   Licensing went well once I was on the right page.
