CML 2.6 Vmware workstation install

I installed CML2.6 When I open the the web url, the dashboard has no options to add licensing or add labs. For instance instructions say to use the Tool option to add, which my lab is missing.  Any ideas?

@baileyjar , I guess you are looking at Cockpit UI. 

Tools menu is in Dashboard UI, https://cml-ip-address and the cockpit UI is in https://cml-ip-address:9090
