No L2 connectivity on newly added nodes to a running lab

This has happen a few times now. In a running lab if I add a new router/switch node the L2 connectivity does not come up. No mac/arp learning or CDP. Is this a known issue?

Yes and No, First of All, CDP is turned off. 

if you do direct connection between some routers, there is a problem (bug). A temp solution is to add virtual service to interface config.  there is a config example in see https://developer.cisco.com/docs/modeling-labs/#!faq/external-connectivity

otherwise, use a switch between routers.

some interfaces on a device are reserved for management purpose; do not use those.
