However, neither link appears to be functional. Has Cisco removed support for the android and iOS app for Proximity? Are there any plans to release this app again?

The mobile apps have been discontinued. Thank you for raising the outdated information page. We have no plans to resume development on the mobile apps, but the Webex app might provide the functionality you want.
