Please reload the switch for Stackwise Virtual configuration to take effect
Upon reboot, the config will be part of running config but not part of start up config.

Can you post - show license summary
For SVL to work, you need to have a network advantage License.
if this essential try adding License RTU
license boot level network-advantage
wr and reload and configure again.
also check any interface limitation :

@ciscoruckus that is correct - those SFP are not supported.
This is clearly stated in the config guide:
https://www.cisco.com/c/en/us/td/docs/switches/lan/catalyst9500/software/release/17-12/configuration_guide/ha/b_1712_ha_9500_cg/configuring_cisco_stackwise_virtual.html
- Dual-Active Detection (DAD) and SVL configurations are not supported on SFP-10G-T-X transceivers, and these optics cannot be used as SVL and or DAD links.

I believe SFP-10G-T-X are not SVL capable.
