AP series 91XX, local mode is gone?

After deploying some APs with the embedded WLC system i found that all AP are working in flex mode. I thought all APs (besides the active and standby WLC designed role) should be operating in local mode.Well, local mode is not even available. Is this correct? I'm missing something?

APs joined to the EWC can only function if they are in FlexConnect mode.
