I want to update my switch 3650 to the new version recommended by Cisco, the question is whether the update is direct or do the version by version

It all depends on what version you are running now vs what is the version you like to upgrade.
there is always a good step given in target version what are the pre-requisite version to upgrade to latest- read the release notes.

If you don't have Smart Licensing enabled, stick with 16.6.X.
If you have Smart Licensing, 16.9.X is good.
IMPORTANT: Read the Release Notes carefully.
WARNING: Avoid 16.12.X at all cost.
