Hello! Can you please help me with Cisco ISE OVA file downloading?  

https://software.cisco.com/download/home/283801620/type/283802505/release/3.1.0    is this right link for 3.1.0 version? I read that there is a release notes on 13 March 2023. But OVA file in this link belongs to September 2022, is it ok?

yes that is correct file for 3.1.0  if any fixes that will be patches applied later.
